Authorities received a pair of cyber tips from National Center for Missing and Exploited Children regarding two Dropbox accounts in April 2021, according to the Montgomery County District Attorney's Office.
An investigation confirmed the files were child porn, and the account and internet subscriber info for the IP address were traced to David Allshouse, 28, in Lower Frederick, authorities said.
A search warrant served on June 22 turned up a laptop, iPhone, and a small concealable camera, the DA said.
Investigators found five videos apparently made by Allshouse. One showed an adult woman using the bathroom in the home and others showed Allshouse engaging in sexual intercourse with adult women, the DA's office said.
Detectives later learned the women shown in the videos taken by Allshouse did not know about or consent to being recorded.
Investigators also discovered more than 100 videos or still images of child pornography with at least 10 of the photo/video files showing children under the age of 13 being sexually assaulted, authorities said.
Allshouse was arrested and charged with 83 felony counts of possessing child pornography, five counts of invasion of privacy, and criminal use of a communications facility.
He was arraigned on Aug. 5, before Magisterial District Judge Christopher Cerski, who set bail at $75,000 cash, with additional conditions being no contact with the three victims and electronic monitoring. He was not allowed to leave his home except to go to work.
On Aug. 6, at a Bail Review Hearing as part of Montgomery County’s new Pre-Trial Services Program, Court of Common Pleas Judge Garrett D. Page reduced Allshouse's bail to $1,000 cash with no other conditions.
He posted bail and was subsequently released.
A preliminary hearing is scheduled for Aug. 17 before Magisterial District Judge Maurice Saylor.
The case will be prosecuted by Assistant District Attorney Gabriella Soreth of the Family Protection Unit.
